Bathroom Remodel Permits Inside Auburn City Limits: What's Different

Auburn is the one place in our service area where two permit authorities operate inside what everybody calls the same town. If your address is inside Auburn city limits, your bathroom remodel permit comes from the City of Auburn Building Division. If it is just outside — including most of North Auburn — it comes from Placer County.

Both are competent and neither process is difficult. But they are different counters with different hours, and knowing which one applies before you start saves a wasted trip.

Which side of the line are you on?

This is not always obvious from the address. Auburn is the Placer County seat and was incorporated in 1888; the city limits have a shape that does not follow any intuitive boundary, and plenty of homes with an Auburn mailing address and a 95602 or 95603 ZIP sit in unincorporated Placer County rather than in the city.

North Auburn is the clearest example. It is a census-designated place of more than 13,000 people — nearly as large as the city itself — and it is unincorporated. Permits there come from Placer County.

The reliable way to settle it is to ask rather than assume. Either department will tell you which jurisdiction an address falls in, and if you are working with us, we confirm it before writing the estimate rather than discovering it later.

City of Auburn Building Division

The Building Division handles plan review, issues building permits, performs inspections, and enforces state and local building codes within the city.

The Friday closure catches people out. If you are used to a five-day-a-week counter, plan around a four-day week for anything that needs a person rather than a portal.

What triggers a permit

The same test applies here as everywhere in California: it follows the work, not the room. A permit is generally required when the project involves moving or adding plumbing, electrical work, or structural changes.

On a bathroom remodel that usually means:

• Relocating a toilet, shower, tub or sink — anything that moves a drain
• New supply lines, or changes to drain and vent piping
• New circuits, added outlets, or adding an exhaust fan where none existed
• Removing or altering a wall

Genuinely cosmetic work — paint, a vanity swapped in place, a fixture replaced in the same location, new flooring — generally does not. The most common surprise is the tub-to-shower conversion: it sounds cosmetic and it almost always moves a drain, which puts it on the permit side of the line.

Auburn’s older housing stock

Auburn incorporated in 1888 and its housing reflects that range — Old Town cottages, mid-century ranch homes, and newer foothill builds all inside one city. In the older stock, a bathroom remodel is often the first time anyone has opened those walls in decades.

That is an argument for permitting rather than against it. Undersized supply lines, exhaust fans that vent into an attic instead of outdoors, and shower pans installed before modern bonded waterproofing membranes existed are all common finds in homes of this age. An inspection regime means somebody independent looks at the rough-in and the waterproofing before they vanish behind tile.
